Description: Panels constituted to decide appeals against fair rent determinations and to determine a rent; to adjudicate in disputes about the enfranchisement of holding renewals and service charges/insurance etc; or to decide if an authority can prevent a home being bought on grounds of suitability for occupation by elderly people
