Richard Henderson
Was the Solicitor to the Scottish Executtive and Head of the Government Legal Service for Scotland until 2007. During his career as a government lawyer which started in 1972 he dealt with work from across the whole range of government including, prior to 1999, issues arising from Whitehall as well as the Scottish departments. Following his retirement in 2007 he held office as President of the Law Society of Scotland between August 2007 until May 2009. He was made a Companion of the Order of Bath in 2007. Chair of the Scottish Committee from August 2009.
Professor Michael Adler
Emeritus Professor of Socio-Legal Studies in the School of Social and Political Science at Edinburgh University.He has undertaken extensive research in the field of administrative justice and other areas of social policy and authored numerous publications. He served as a member of a social security appeals tribunal for many years. A member of the Scottish Committee from September 2010.
Professor Andrew Coyle CMG
A former prison governor. He is Professor of Prison Studies at the School of Law, Kings College London. He has a number of senior advisory and board positions, including membership of the Judicial Appointments Board for Scotland. He also holds a number of international advisory posts for bodies such as the United Nations and the Council of Europe. A member of the Council and the Scottish Committee from September 2009.
Ms Annabell Fowles
Mrs Fowles is a solicitor, who has over 10 years experience in local government. She also worked in the Office of the Solicitor to the previous Scottish Executive as well as in environmental and social care Non-Departmental Public Bodies. She was legal advisor to the Board of two Non-Governmental Organisations and Head of Legal Services of the Care Commission. She also works as case supervisor at the University of Strathclyde Law Clinic which provides free legal advice and representation service to those unable to afford a solicitor with a role to develop and supervise an expansion of the activities of the Law Clinic. Member of the Scottish Committee since September 2009.
Michael Scanlan
A practising solicitor who is currently President of the Scottish Law Agents Society. Previously has held a number of public appointments, including President of the Law Society of Scotland, and a member of the Judicial Appointments Board for Scotland. Member of the Scottish Committee since January 2009.

Parliamentary Commissioner for Administration and Health Service Commissioner (a.k.a. Parliamentary and Health Service Ombudsman).
